It is hosted. Neon runs the endpoint at https://mcp.neon.tech/mcp, so there is nothing to install: you add the URL to your AI client and sign in with your Neon account.

No API key is needed for the hosted server. You sign in through Neon's own OAuth screen, and the assistant only gets the access your account has.
